The relationship between the state and its citizens is a fundamental element in the
implementation of constitutional governance. The state exists not only as an
institution that possesses authority but also as an entity responsible for protecting,
fulfilling, and respecting the rights of citizens. Meanwhile, citizens have roles,
responsibilities, and obligations that must be carried out to maintain social order
and national development. This article aims to analyze the constitutional
relationship between the state and citizens regarding the balance of rights and
obligations in national life. The research uses a qualitative approach with a
normative juridical method through literature studies by examining constitutional
provisions, legal theories, and relevant academic references. In a constitutional
state, the constitution functions as the primary legal foundation that regulates the
limits of state power and guarantees citizens’ fundamental rights. In Indonesia, the
1945 Constitution of the Republic of Indonesia regulates various citizens’ rights,
including equality before the law, freedom of expression, education, religion, and
social welfare. At the same time, the constitution also establishes citizens’
obligations, such as obeying the law, respecting others’ rights, and participating in
maintaining national security and unity. The findings show that the relationship
between the state and citizens is reciprocal, where the fulfillment of rights must be
balanced with the implementation of responsibilities. Therefore, constitutional
awareness is essential in creating a democratic, just, and law-based society. A
strong understanding of rights and obligations can strengthen cooperation between
the state and citizens in achieving national goals.
